Can an Electrical Engineer or Computer Engineer himself Create Things Like RAM, ROM or CPU? If not, why?

Of course. When I was a teenager and into digital electronics, I built computers using shift registers, full adders and binary to decimal decoders. 

The only picture I have of one of my CMOS computers. Sorry for the low quality, this was mid 90s, and from a school report:

I couldn’t get the soldered version to work so had to submit the bread board prototype. The shame. 
They couldn’t do much; they were not Turing complete. The most impressive one could play battleship, but they were computers. 

I still have pages and pages of hand drawn schematics.
